Washington, Wall Street misreading each other again as cliff nears

(Reuters) - Exit U.S. presidential elections. Enter looming budget crisis. And once again, a disconnect between how Washington and Wall Street see the world could cause pain for investors if the two get their signals crossed.

At the beginning of next year, $600 billion in tax increases and spending cuts - known as the fiscal cliff - will automatically become law unless Congress acts. Such dramatic moves could hammer consumer and business spending, push the U.S. economy back into recession and send markets reeling.

However, there is a sense that neither the financiers and investors in New York nor the lawmakers in Congress are taking each other seriously enough. Many in Washington believe Congress could do nothing, and the market reaction would be relatively sanguine. Plenty on Wall Street say the fiscal cliff, one way or another, will be dealt with. It raises the possibility that Congress will sail over the cliff, and markets will freak.

"The markets have been way too sanguine on the fiscal cliff," said Greg Valliere, chief political strategist for Potomac Research Group, which tracks Washington for institutional investors.

The fiscal cliff's automatic triggers were built into law as a way to force lawmakers to tackle huge U.S. budget deficits.

Wall Street banks, investors, and financial industry lobbyists have coalesced around the view that after the elections Congress will reach a short-term deal to avert the worst of the cliff. In short, they believe Congress will kick the can down the road for several more months.

"They'll have to do some sort of short-term extension to buy some time to develop the larger component of addressing the fiscal cliff, which is a large-scale fiscal plan," said Ken Bentsen, head of the Washington office for financial industry group SIFMA, who sees that happening.

As SIFMA's chief lobbyist, Bentsen is essentially Wall Street's eyes and ears in the nation's capital. He was a congressman himself - a Texas Democrat who served in the House of Representatives from 1995 to 2003.

But Wall Street and Washington have misread each other in the past, and it has not been pretty for markets. One of the ugliest examples of that was in September 2008, not two weeks after Lehman Brothers collapsed, when the House rejected a $700 billion financial bailout plan. Markets plunged; that shock was enough to galvanize lawmakers to pass a revised plan a few days later.

There is some concern that poor assumptions are being made about each side. In Washington, there are Tea Party-backed Republicans who anticipate a market shock but believe the pain is worth it if it changes what they see as a culture of spending in Washington.

While none of them are saying this publicly in the pre-election environment, lobbyists in close contact with Capitol Hill say there are enough members with such an outlook to create headaches for leaders like House Speaker John Boehner just as they did during debt ceiling negotiations in 2011.

In addition, there is a growing group of Democrats and centre-left policy wonks who say that going over the cliff may be a viable tactical option to force revenue increases on Republicans, who have resisted them.

The theory is simple: no one has to cast a potentially career-ending vote to raise tax rates, and lawmakers can easily blame the other party for the impasse.

The tax rates snap back to pre-2001 levels, to the levels prevailing before the tax cuts brought in by President George W. Bush, and $109 billion in automatic spending cuts start to bite - half military and half domestic programs.

Senator Patty Murray, the second-ranking Democrat on the Senate Budget Committee and a top player in last year's debt limit and deficit reduction negotiations, was among the first lawmakers to voice willingness to pursue a previously unthinkable tactic.

"If we can't get a good deal - a balanced deal that calls on the wealthy to pay their fair share - then I will absolutely continue this debate into 2013 rather than lock in a long-term deal this year that throws middle-class families under the bus," Murray said in a speech at the Brookings Institution in July.

A spokesman for Murray said her views on the topic have not changed since then.

Other Democrats also say that going over the cliff, while painful, would be better than simply extending all tax rates and delaying the spending cuts for six months or a year. They argue this will incur another debt downgrade from ratings agencies.

"We have the leverage, we should use it," said Vermont Democratic Representative Peter Welch. "In the past, when we had leverage, we've blinked."

Welch said Democrats did not use their leverage in 2010 when Obama agreed to a two-year extension of Bush-era tax cuts, and did not push hard enough for revenue increases in the debt limit deal in August 2011.

Welch also voiced a belief among many Democrats and liberal-leaning policy analysts that there will be some wiggle room to go over the cliff in January but still reach a deal early enough in the new year to spare the economy serious damage.

According to this line of thinking, not all of the $600 billion in gross fiscal tightening happens immediately - the drag on the economy builds up over time, prompting comparisons to a steep slope, rather than a deadly drop.

"It's not a Wile E. Coyote moment for the economy," said Chad Stone, chief economist for the liberal-leaning Center on Budget and Policy Priorities, referring to the devastating plunges suffered by the hapless cartoon canine.

MISREADING THE TEA LEAVES?

But if lawmakers think they will get an easy ride from markets should they choose the cliff, they are in for a surprise.

"If that's the sense in Washington I think they're sorely mistaken," said David Joy, chief investment strategist at Ameriprise Financial in Boston, where he helps oversee $655 billion in assets.

Joy is optimistic. He expects a short-term deal by the end of the year. He said he has increased his contact with the firm's Washington's representatives and is now talking to them at least once a week and sometimes several times.

"The sense that I'm getting from some of the readings that we get on the ground from Washington is that they're starting to wake up to the idea that it is serious and that it would unnecessarily harm the economy starting in January," said Joy.

Indeed, Boehner on Sunday told CNN that he expected a temporary deal that would push resolution to 2013.

"Lame-duck Congresses aren't known for doing big things and probably shouldn't do big things, so I think the best you can hope for is a bridge," he said.

There are influential voices on each side of the political divide that abhor the idea of going over the cliff.

Bentsen said he has been speaking to many lawmakers during the recess, including Democratic Senator Mark Warner and Republican Senator Saxby Chambliss, both part of the bipartisan so-called Gang of Six senators dedicated to budget issues. They told SIFMA's annual conference in New York in October that Congress would get this done, Bentsen said.

For now, investors are buying it.

Billionaire investor Ken Fisher is so convinced a deal will be done he says any market trepidation - or short-term selloffs later in the year - should be used as a buying opportunity. Fisher was in Washington in June and has talked to three legislative aides since then. He believes the fiscal cliff will be punted far into the future, perhaps after the next midterm elections in 2014. In his read, it is a non-issue.

"I don't think the fiscal cliff is anymore of a reality than the concern once was about swine flu and Y2K," said Fisher. "My view is that this issue is a cause for bullishness, because fear of a false factor is always a bullish factor," he said.

Still, as well as the 2008 debacle, many investors are all too familiar with the lengthy, drawn-out negotiations involved in raising the debt ceiling in August 2011. That resulted in a selloff on Wall Street and the battle over what for years had been a procedural move was partly responsible for the downgrade of the pristine U.S. credit rating by Standard & Poor's.

Until there is more clarity, Joy recommends paring back riskier investments such as stocks and says low-quality, high-yielding bonds, popular with investors seeking higher returns, could get badly hurt if the fiscal cliff is triggered.

Valliere notes that this Congress is the same one that stumbled its way through the debt limit mess, triggering a credit downgrade, and could barely agree on a short-term extension of payroll tax cuts before Christmas last year. Investors should be cautious in believing that things are different this time around.

"I think the markets are not focusing on the possibility that talks could totally break down in December," Valliere said.

Virtual Vegan Potluck Post-Game (now including a Contest ...

PeptoIt?s one of those things?you hate to see it end, but there is also a huge feeling of relief. ?Sigh.

The VVP November 2012 is now a part of vegan history. ?Yet it will live forever (or perhaps not something quite so permanent) thanks to the (ahem) links you?ve all updated to point directly to the relevant blog posts. ?(You did that, right?) ?All one now has to do is visit Vegan Bloggers Unite! or the VVP webpage to revisit the Potluck over and over and over? We can all daydream about the wonderful appetizers, drinks, soups, salads, breads, main courses and desserts that we will be making. ?Just in time for the holidays

We had a few glitches and I?ll not whine about it, though part of me really, really wants to whine. ?Somer and Lidia did a tremendous job helping me herd a few cats for most of November 1. ?And that?s all I?m going to say about that.

So?Thank you first and foremost to all of the wonderful bloggers ? old friends and new ? who make the Potluck what it is. ?Once again, I am awed by your enthusiasm and creativity. ?Big hugs to my cohorts, Jason, Somer and Lidia who spread the word and gave me much-needed love and support at the exact needed moments. ?Like when I published my post 12 hours early. ?Finally, gratitude to our sponsors who for some unknown reason, agreed to help by Tweeting, blogging and posting about an event that takes place in the ether by people they?ve never met and where no actual food is shared. I hope they will stick with us through many Potlucks to come. ?Everyone: give yourselves a big pat on the back.

What?s next? ?For starters, we are holding a contest to pick the favorite recipe from each category ? and you all are the judges. ?All you have to do is email me your pick from each course ? remember just one recipe per course. ?It?s going to be a really difficult decision because everyone did a great job at sharing truly good recipes. ?I?ll tally the results and the winner from each category will get a Virtual Vegan Potluck t-shirt (now in the design and production phase?). ?The winning recipes will be posted on the VVP website ? with permission from the authors, of course. ?Rules of the contest are:

1) please vote only once ? choosing one selection from each course;
2) if you participated in the Potluck, please do not vote for your own recipe;
3) VVP participants, blog readers and total strangers welcome to vote;
4) please do not vote for An Unrefined Vegan?s amazing recipe?no matter how much you want to ? I happen to know the person giving out the t-shirts. ?I will, however, cast my votes for your recipes;
5) voting closes at midnight (U.S. Mountain Time) on November 12; winner announced November 13.

Did I say VVP t-shirt?? ?You read that right. ?I?ve got my immense and talented staff of artists, designers and printers working overtime on a fabulous, cruelty-free and plant-based tee. ?I?ll be making those available on the website soonish.

What happens when two epic franchises collide? Pigs die in droves at the hands (wings?) of birds?wielding?lightsabers, blasters and the Force, that's what.

Awkward impasse looms over Canada-India nuclear talks

Canadian and Indian negotiators are scrambling to clear a diplomatic logjam over resuming trade in nuclear materials and technology before Stephen Harper meets with counterpart Manmohan Singh early this week in New Delhi.

Mr. Harper arrived in Agra, India, Sunday for a six-day trip aiming to rekindle a series of flagging trade talks with the world?s ninth largest economy, including a free-trade deal, an investor protection accord and a treaty to resume nuclear trade as India plans for up to 40 new reactors in the next 20 years.

Canada and India reached a nuclear co-operation deal with great fanfare two years ago that was supposed to pave the way for a vast new export business for Canadian uranium and reactor companies.

Even more importantly, that breakthrough helped the two countries move past decades of awkward and sometimes chilly relations over India?s misuse of nuclear fuel obtained from Canada in the 1970s.

But the deal hasn?t come into force yet because India has balked at Canada?s insistence that it should have the right to verify India?s handling of any Canadian nuclear material. India already reports its activities to the International Atomic Energy Agency and doesn?t believe it should have to pass muster with Canada as well.

?The Indians are saying they report through the IAEA and because of that, [this] should be adequate for us. We are concerned about where Canadian nuclear material goes,? said Stewart Beck, Canada?s high commissioner to India.

?We?re trying to come up with a reporting approach that will assure us material is not being diverted.?

Canada is not alone in insisting on safeguards that are tighter than the Indians are willing to accept. The Australians only recently agreed to pursue a nuclear co-operation agreement that would allow its firms to sell uranium to India, and is demanding the same monitoring safeguards that Ottawa wants.

Breaking this impasse is crucial for the Harper government: Canada?s re-engagement with India revolves around the nuclear deal because the highly symbolic accord demonstrates it no longer considers the South Asian country a nuclear pariah for using Canadian and U.S. nuclear material to build its first bomb nearly 40 years ago.

In late October, ahead of Mr. Harper?s visit, Canadian and Indian officials began a second round of talks aimed at bridging the gap. Representatives of Canada?s Department of Foreign Affairs and the Canadian Nuclear Safety Commission met with their Indian counterparts in New Delhi.

They took a break late last week to report back to their respective capitals before resuming again on the weekend of Nov. 3 and 4.

Indian government officials, speaking on condition they not be identified, say they are hopeful a deal can be reached ? but both New Delhi and Ottawa won?t say whether this could come before the Harper-Singh meeting Tuesday.

?I think Canada is prepared to be flexible,? a high-ranking Indian official said. ?India is also prepared to be flexible to an extent.?

Courting trade in India is politically wise for the Conservatives. There are more than a million people of Indo-Canadian origin in Canada and voters with Indian ties helped clinch Greater Toronto Area seats in the past election, when Mr. Harper won his first majority government.

But it?s also good business. A study commissioned by Canada and India concluded that free trade could boost Canada?s annual economic output by at least $6-billion. The Tories are also keen to diversify trade beyond Canada?s heavy dependence on U.S. customers and is targeting rapidly emerging economies such as China, India and Brazil.

The signing of a foreign investor protection treaty during this visit is less likely now, after a messy tax-bill battle between India and a major U.K.-based phone carrier, Mr. Beck said.

New Delhi has placed on hold all negotiations on deals to grant foreign investors more legal protections after fights with companies such as British telecom giant Vodafone.

?I would say this is going to take more time,? Mr. Beck said of Canada?s efforts to secure a foreign investor protection deal with India.

India is rethinking how it proceeds with investor protection deals that grant foreign companies standing to sue for compensation if government measures hurt their investments.

This past April, Vodafone issued a notice warning India that it intended to challenge tax legislation that allows authorities to reopen tax cases dating as far back as the 1960s and collect more revenue over past corporate deals.

It was the latest in a string of cases where foreign investors were threatening to use bilateral investment treaties to challenge Indian government measures.

?They had a judgment that went against them ? the government ? in the courts,? Mr. Beck said. ?So they?re taking a look at all their agreements before they actually finalize any one of them in particular.?

Michael Bloomberg, the Mayor of New York City, is popular with some, hated by others. The three-term mayor has declared a war on obesity and he doesn?t care if he has to embarrass his own constituents to get them to comply. From printing calorie counts on menus to most recently banning large size sodas from the city, he has come up with a myriad of ways to get New Yorkers to live more healthfully ? whether they want to or not.

And it?s working. Despite the grousing, the childhood obesity rate for New York City has dropped by five percent, for younger kids, it?s dropped by 10 percent. There are 1.1 million children in the city?s public school system, and the most recent survey I could find said 24% of students between kindergarten and fifth grade are obese ? that?s a LOT of kids.

I?m sure Bloomberg could care less if you?re giving him a hard time about the size of your soda ? he?s a business person with a heart, and at the end of the day, declining diabetes numbers means savings for his city and longer lives for its residents. Pretty hard to argue against what he?s doing without sounding like a selfish, callous bastard.

Nanny State. ?Freedom of Choice. ?This is the United States, not a police state ? Yes, yes it is. We have the right to freely choose to kill ourselves slowly with an onslaught of processed, fried, sugary crap. But ? I?m going to take a second and remind you of hairspray.

Yes, hairspray, and all the other aerosols that we were merrily blasting away in our bathrooms and bedrooms across the United States. ?Sure our hair was a bit sticky, but it looked the way we wanted it to, so who cares? Until that big ozone hole started happening, skin cancer rates jumped, and the government decided your hairspray wasn?t as important as the destruction of the planet and its citizens. A whole bunch of aersol products were banned and we managed to ?heal? the ozone layer. (Don?t get me started on global warming ?)

This was an example where the greater good was more important than individual choice. It was something that was taken for granted, re-evaluated, and meant our lives were subtly changed for the overall benefit of all.

Giving up a can of hairspray might not seem as big a hardship as a 32-ounce soda, but that?s your sugar addiction talking, not your sense of reason.

Bloomberg is pioneering a new set of legislation guidelines that appear to be helping turn the tide on the war against obesity. So far, he seems to be getting the best results. Many were aghast when anti-smoking laws started popping up everywhere and now they?re nearly universal. People complained about losing their individual rights, but we?ve become healthier as a nation because of it. Lung cancer and smoking rates have both dropped which has helped us to live longer and taken some burden off of our already taxed healthcare system. ?(Just imagine if lung cancer and diabetes rates had continued to climb ?)

Is Bloomberg an idiot or a hero? Do the means justify the results? I say yes, but what do you say? This is easier to keep the drain flowing than waiting for the blockage to build up over time. Another way to drain the bathroom sink is to use table salt by placing it on the drain and then pour ? cup of white vinegar over it. Leave it stay there for at least an hour and then pour hot water to remove the salt. Another easy way to prevent clogs is to clean the sink frequently using liquid bleach. Frequent cleaning of the bathroom drains and tiles are needed to prevent black moldds from developing in the bathroom.

Clogging typically prevents bathroom drains from flowing. Bathtub drains are commonly clogged by hair buildup and soap residues. Falling hair is commonly stuck in the drain and you can easily pull them out. If you find it difficult to reach the hairs with your fingers, you can remove them alternatively by using tweezers or a pair of needle nose pliers. Bending a wire hanger can also do the trick. If the drain is seriously clogged out and it requires the removal of the drain cover, you may want to call a plumber to do the job for you. An alternative is to plunge the drain by putting enough water in the tub or sink and block the overflow unit with a cloth. Use the plunger over the drain and put pressure up and down to help open the pipe unclogging the blockage. The water should drain quickly after you remove the plunger. Pour hot water over the drain after unclogging the blockage. This will help rinse anything left in the drain that can still cause a blockage.

Prevention is better than the solution

Clearing a blocked drain can be tasking and it is better to prevent the situation before it happens. When washing down soap do not assume that it will just dissolve on its own. Leaving it settled down the drain without washing can cause buildup that eventually clogs the drain. It is best to always wash the sink thoroughly with water each time you use soap. At least once a month, pour hot water down the drain in order to remove grease and oils before they build up over time. Doing this once a week if you can is a better practice to observe in keeping the bathroom drain flowing. Using baking powder, bleach, or table salt and vinegar at least once a month is highly recommended to clean the drain. Doing these routines will significantly improve the performance of the drain to keep it flowing.?

Nereidum Montes helps unlock Mars' glacial past

ScienceDaily (Nov. 1, 2012) ? On 6 June, the high-resolution stereo camera on ESA's Mars Express revisited the Argyre basin as featured in our October release, but this time aiming at Nereidum Montes, some 380 km northeast of Hooke crater.

The stunning rugged terrain of Nereidum Montes marks the far northern extent of Argyre, one of the largest impact basins on Mars.

Nereidum Montes stretches almost 1150 km and was named by the noted Greek astronomer Eug?ne Michel Antoniadi (1870-1944).

Based on his extensive observations of Mars, Antoniadi famously concluded that the 'canals' on Mars reported by Percival Lowell were, in fact, just an optical illusion.

The images captured by Mars Express show a portion of the region, displaying multiple fluvial, glacial and wind-driven features.

Extensive dendritic drainage patterns, seen towards the north (lower right side) of the first and topographic images, were formed when liquid water drained into deeper regions within the area.

On Earth, tree-like channels of this kind are usually formed by surface runoff after significant rainfall, or when snow or ice melts. Similar processes are thought to have occurred on Mars in the distant past, when scientists now know there to have been water on the surface of the Red Planet.

Several of the craters within the region, particularly in eastern parts (lower section) of the first image, show concentric crater fill, a distinctive martian process marked by rings of surface fluctuations within a crater rim.

The ratios between the diameter and depth of the filled craters suggest that there may still be water ice, possibly in the form of ancient glaciers, present below the dry surface debris cover.

Scientists have estimated that the water-ice depth in these craters varies from several tens up to hundreds of metres.

The largest crater on the south western side (top-left half) of the first and topographic images appears to have spilled out a glacier-like formation towards lower-lying parts of the region (shown as blue in the topographic image).

A smooth area to the east of (below) the glacial feature appears to be the youngest within the image, evidenced by an almost complete lack of cratering.

Another indication of subsurface water is seen in the fluidised ejecta blanket surrounding the crater at the northern edge (right-hand side) of the first and topographic images.

These ejecta structures can develop when a comet or asteroid hits a surface saturated with water or water ice.

Finally, throughout the images and often near the wind-sheltered sides of mounds and canyons, extensive rippling sand dune fields are seen to have formed.

In-depth studies of regions such as Nereidum Montes play an essential role in unlocking the geological past of our terrestrial neighbour, as well as helping to find exciting regions for future robotic and human explorers to visit.

In the last couple of years much attention has been focused on the relevance (or lack thereof) of economics for policy making.? As an economist interested in environmental issues,?I?ve?often asked myself, does economics

make much of a contribution to environmental decisions.? There are some indications that it has ? environmental economic techniques were important to legal and policy outcomes in relation to compensation for the Exxon Valdez spill, and closer to home, in the decision not to mine Coronation Hill, now part of Kakadu.

While influential, both of these decisions were seen by some as excessively green, and brought about much examination of valuation techniques, particularly contingent valuation.? One response has been to use a method borrowed from marketing research, choice modelling, to come up with more ?balanced? environmental values.? Choice modelling has recently been commissioned by several coal mine developers in NSW to estimate the values that their projects have on the environment and society.

So what to make of this week?s NSW Planning and Assessment Commission decision, which approved the Maules Creek Coal mine, but noted about its use of environmental values (based on choice modelling):

The Commission has noted in response that narrowly-based cost-benefit analyses of the kind usually undertaken for coal mining projects are unlikely to ever value any single environmental attribute or feature above the value of the coal that would have to be foregone to protect it. The Commission?s view is that such assessments should therefore be approached with extreme caution rather than being uncritically accepted as justifying propositions for destruction of significant natural features. The techniques available for placing an economic value on natural features are still relatively crude and, in the Commission?s view, their application usually falls well short of the standard required to withstand rigorous scrutiny.

So far from being too green, the PAC seems to think that the environmental economics of the Maules Creek Project were subjectively brown.? What does this mean for environmental valuation?? Has it matured into a useful tool that is used by both sides of policy debates?? Or is its use now so obviously subjective that valuation results reflect little more than the opinions of those who commission them?? Is environmental evaluation coming of age, or is it a passing fad?

While providing no answers to these questions, it is interesting to revisit the ?2010 PAC decision on the Bulli Seam coal project and its choice modelling environmental valuation:

The Panel welcomes this approach and recommends its use in future EAs where environmental consequences are of particular importance in the determination of policy. However, that is not to say there is no room for improvement in applying the technique. While Choice Modelling cannot claim to deliver precise estimates of environmental costs, its application should be refined to deliver more precision.

It is worth noting that this earlier PAC panel included one of Australia?s most prominent choice modelling researchers, Prof Jeff Bennett, while the more recent panel did not.
