In the last couple of years much attention has been focused on the relevance (or lack thereof) of economics for policy making.? As an economist interested in environmental issues,?I?ve?often asked myself, does economics
make much of a contribution to environmental decisions.? There are some indications that it has ? environmental economic techniques were important to legal and policy outcomes in relation to compensation for the Exxon Valdez spill, and closer to home, in the decision not to mine Coronation Hill, now part of Kakadu.
While influential, both of these decisions were seen by some as excessively green, and brought about much examination of valuation techniques, particularly contingent valuation.? One response has been to use a method borrowed from marketing research, choice modelling, to come up with more ?balanced? environmental values.? Choice modelling has recently been commissioned by several coal mine developers in NSW to estimate the values that their projects have on the environment and society.
So what to make of this week?s NSW Planning and Assessment Commission decision, which approved the Maules Creek Coal mine, but noted about its use of environmental values (based on choice modelling):
The Commission has noted in response that narrowly-based cost-benefit analyses of the kind usually undertaken for coal mining projects are unlikely to ever value any single environmental attribute or feature above the value of the coal that would have to be foregone to protect it. The Commission?s view is that such assessments should therefore be approached with extreme caution rather than being uncritically accepted as justifying propositions for destruction of significant natural features. The techniques available for placing an economic value on natural features are still relatively crude and, in the Commission?s view, their application usually falls well short of the standard required to withstand rigorous scrutiny.
So far from being too green, the PAC seems to think that the environmental economics of the Maules Creek Project were subjectively brown.? What does this mean for environmental valuation?? Has it matured into a useful tool that is used by both sides of policy debates?? Or is its use now so obviously subjective that valuation results reflect little more than the opinions of those who commission them?? Is environmental evaluation coming of age, or is it a passing fad?
While providing no answers to these questions, it is interesting to revisit the ?2010 PAC decision on the Bulli Seam coal project and its choice modelling environmental valuation:
The Panel welcomes this approach and recommends its use in future EAs where environmental consequences are of particular importance in the determination of policy. However, that is not to say there is no room for improvement in applying the technique. While Choice Modelling cannot claim to deliver precise estimates of environmental costs, its application should be refined to deliver more precision.
It is worth noting that this earlier PAC panel included one of Australia?s most prominent choice modelling researchers, Prof Jeff Bennett, while the more recent panel did not.
The attempt to play politics with the murders of four Americans in Benghazi just won't go away. Anyone who buys into the notion that there is some enormous cover-up or political scandal around the public statements from the Obama administration since the attack doesn't understand intelligence collection, the chaos of reports after a tragedy of this magnitude, or the fact that the reality of events like this aren't fully known until months after the fact, if then.
In fact, I consider it unlikely that anyone knows precisely what happened in Benghazi yet, beyond the men who planned and carried out the Sept. 11 assault on the US consulate there that ended in the deaths of Ambassador Chris Stevens, diplomatic guards and former Seals Glen Doherty and Tyrone Woods, and embassy information management officer Sean Smith.
The outlines of what happened are now understood. An assault was planned and carried out by a Libyan militia, almost certainly one with Islamist political leanings. The publicly identified culprit has been a group called "Ansar al-Sharia," but public evidence has as yet been scant. And within the Benghazi context of multiple militias with fluid and changing memberships and identities, saying "Ansar al-Sharia did it" is not as informational as it might seen. A sub-set of Ansar al-Sharia members? A group of men, many of whom, but not all, worked with the militia in the past? Some other group eager to pin the blame on the militia? All are possibilities. Finally "Ansar al-Sharia" ("Helpers of Islamic Law") is a popular moniker in jihadi circles.

Did the Obama administration's early belief, based on reporting from the ground, that the attack was somehow tied in to anger over an anti-Islam YouTube video, damage efforts to find the killers? No. Sorry Rep. Rogers. An FBI team was dispatched quickly to Libya to begin coordinating the investigation, and there is zero evidence that resources were misallocated based on the early confusion. Are claims made on Facebook proof of, well, anything? Again, no.
It is a complicated world, and the large US intelligence operation in Benghazi (which was clearly a big part of what the consulate there was doing) was in understandable disarray after the main compound was torched and the US survivors managed to flee to safety after a safe-house prepared on the outskirts of town was also attacked. To demand that the Obama administration, or State Department managers, or the CIA should have had an accurate and complete picture of what went down there within days of the assault is to misunderstand the limits of our abilities and the need to sift through often-conflicting and confusing reports from the field.
Did Obama and his subordinates make mistakes in the aftermath? Undoubtedly. They should have said less, and what they did say should have made it clear that information was still coming in. They should have admitted uncertainty and caution, never mind that uncertainty doesn't play well in the middle of a reelection campaign. Those missteps may have harmed the president politically, and did lead to confusion among the US public at large. But is it relevant to the efforts to find the killers, and to address the security missteps that left the US operation in Benghazi so vulnerable? No.
Joshua Foust wrote a good piece on all this for PBS yesterday that places blame on the Obama people where it appropriately belongs and points out that the so-called political "narrative" in DC is missing the boat. He points out that real damage is being done by the notion that intelligence uncertainty was some kind of crime.
In short, both sides ? Republicans and Democrats ? were wrong to have focused so intently on the role an anti-Muslim film may have played in the initial embassy protest.
The (intelligence community) is now absorbing the blame for the public misconception about the attack. President Obama was briefed by the CIA each morning for the first week proceeding that the attack was a spontaneous protest. It has since come to light that a CIA cable suggested otherwise immediately after the assault and administration critics have publicly accused the President of concealing information about the attack. Even some administration officials have placed blame on the intelligence community itself for not being clear enough about what happened.
The problem with this after-the-fact treatment of information is that it ignores how difficult solid reporting is to get from complex, high-profile events. Raw intelligence ? firsthand accounts, video surveillance, and other forms of data ? rarely adds up to a coherent picture straight away. I worked as an analyst in the intelligence community for many years, and more often than not reports are contradictory, misleading, and paradoxical....
But now the partisan knife fight has happened. One side is accusing your boss of hiding what happened, and the other side is saying it?s your fault for not knowing it sooner. How does this change the intelligence process?
Col. (Ret) Pat Lang, a former director of human intelligence collection for the Pentagon's Defense Intelligence Agency is on a similar page.
It is being said over and over again that the Obama Administration deliberately obfuscated what happened in the attack on the consulate in Benghazi. Day by day a trickle of old e-mails, partial early reports and developing assessments are hailed as "proof' that something shameful happened and is happening in the US Government, something hidden.
The truth is that early reports and judgments of traumatic, sudden events like this are usually incorrect and need to be developed and "straightened out" with the passage of time and completed investigations.
Complicating the situation in Benghazi was the location there of a CIA base covered as other than that. These people were working on the very problems that eventually resulted in the attack and the deaths. Not surprisingly, the CIA has not been desirous of the revelation of the presence and status of its employees and so the declarations to the press have not been accurate in that regard.
Ari Fleischer, former White House spokesman from President George W. Bush at the time the US decided to go to war with Iraq, goes for a kind of twofer in a tweet today, suggesting that people must either accept that intelligence is a murky business, or that the previous administration should be exonerated for the false prewar claims that Saddam Hussein had weapons of mass destruction "For Bush critics who say he lied about WMDs, is Obama lying about Benghazi? Or is intelligence info sometimes wrong?" he asks.
Well, I don't believe Bush and his administration lied about what they thought about WMD and Iraq, so much as they systematically downplayed doubt in the intelligence reporting and urged America to war because "we don't want the smoking gun to be a mushroom cloud," as National Security Adviser Condoleezza Rice put it in September 2002. The US ended up going to a war that cost trillions of dollars, replaced a counterbalance to Iran's regional ambitions with a government that is much friendlier to the current US public enemy No. 1, and killed more than 4,400 US troops and 100,000 Iraqis.
The two situations are simply not analogous, and there remains hope that an accurate picture of what happened will ultimately be cobbled together and reasonable steps will be taken to bring the killers to justice.

A bacterial protein in common house dust may worsen allergic responses to indoor allergens, according to research conducted by the National Institutes of Health and Duke University. The finding is the first to document the presence of the protein flagellin in house dust, bolstering the link between allergic asthma and the environment.
Scientists from the NIH's National Institute of Environmental Health Sciences (NIEHS) and Duke University Medical Center published their findings in people and mice online Oct. 14 in the journal Nature Medicine.
"Most people with asthma have allergic asthma, resulting largely from allergic responses to inhaled substances," said the paper's corresponding author Donald Cook, Ph.D., an NIEHS scientist. His research team began the study to identify environmental factors that amplify the allergic responses. "Although flagellin is not an allergen, it can boost allergic responses to true allergens."
After inhaling house dust, mice that were able to respond to flagellin displayed all of the common symptoms of allergic asthma, including more mucous production, airway obstruction, and airway inflammation. However, mice lacking a gene that detects the presence of flagellin had reduced levels of these symptoms.
"More work will be required to confirm our conclusions, but it's possible that cleaning can reduce the amount of house dust in general, and flagellated bacteria in particular, to reduce the incidence of allergic asthma," Cook said.
In addition to the mouse study, the research team also determined that people with asthma have higher levels of antibodies against flagellin in their blood than do non-asthmatic subjects, which provides more evidence of a link between environmental factors and allergic asthma in humans.
"More than 20 million Americans have asthma, with 4,000 deaths from the disease occurring each year," added Darryl Zeldin, M.D., NIEHS scientific director and paper co-author. "All of these data suggest that flagellin in common house dust can promote allergic asthma by priming allergic responses to common indoor allergens."

Near field communication (NFC) is a means of exchanging information wirelessly across short distances. ?It could be the next step beyond RFID and QR codes. ?Although it is currently in much wider use outside of the United States and in commercial settings, rather than in US libraries, there is a great deal of potential for libraries in the future.
Two librarians, Sheli McHugh and Kristen Yarmey, of the University of Scranton are strong proponents of the technology for libraries. ?They offered a webinar on July 25th (the slides from which are available at http://www.slideshare.net/kristenyt/near-field-communication-introduction-and-implications-13740255?from=share_email ) and also have authored an article entitled ?Near Field Communication: Introduction and Implications? published in the Journal of Web Librarianship, Vol. 6, 2012, pp 186-207.
Along with detailing how NFC is currently being used in the larger world, they also propose many possibilities for how it could benefit libraries. ?Like RFID and QR codes, NFC can link physical materials to digital information. ?Book reviews, editorial reviews, and author?s biographical information could be made available on the book; bibliographic information could be captured in various citation formats. ?Even more, a projected rating for the value of the book could be made based on the user?s LibraryThing or GoodReads preferences. ?Like RFID or QR codes, NFC requires tags; however, it doesn?t require a cell phone?s camera to be used to read the tags. ?Proximity to the phone itself would be sufficient. ?More information can be stored in an NFC tags than in RFID or QR codes; the NFC tag doesn?t make a visual impact on the poster/book cover/etc. like a QR code does; also, NFC allows for two way communication.
A common use for NFC is for payment for goods and services just by tapping the mobile phone on an NFC-enabled cash register without any need for a credit card. ?In libraries, fines, photocopies, printing, scanning, and purchasing tickets to library events could all be done via NFC. ?It could also serve as the library card for check out of material. ?In fact, the user would just use his/her own phone to check the book out?no need to go to Circulation. Mobile phones with NFC could as electronic keys for after-hours access to the library space as well.
Because NFC can be interactive, it can be used for mobile marketing. ?A poster could allow the viewer to buy tickets to the event, get a coupon downloaded to their phone or get directions. ?Reference books could link to relevant databases or other e-resources; library doors could offer library hours, connect users to online resources, or offer an augmented reality tour of the building/collection.
Libraries could link to social media via NFC. ?A book with NFC tapped by the user?s phone could be added his Good Reads or Library Thing account. ?Group members needing to meet could use building-wide NFC tags to identify each person?s location and select an optimum meeting spot. ?Scavenger hunt type games could also be easily adapted to NFC.
?NFC requires and rewards physical proximity. ??For libraries, this technology is a new opportunity to connect physical collections (for books to media) with digital extras.? ?The importance of physical proximity could be a boon to libraries, enhancing the value of the place itself.
The authors do caution that there could be privacy and security concern with NFC, similar to those with RFID and anything concerning credit card security. ?Still, it is an exciting new technology with many possibilities for libraries. ?NFC empowers objects to communicate with just the tap of a cell phone; libraries are all about housing objects with information users need; this technology can streamline and enhance that transfer of information. ?Please consider reading the article by McHugh and Yarmey cited above for more.

PORTSMOUTH, Ohio (Reuters) - Republican presidential candidate Mitt Romney is recovering ground in the critical swing state of Ohio as he rises in the polls and crowd numbers swell after his strong debate performance last week against President Barack Obama.
Despite pundits and pollsters dismissing Romney's chances in the state in late September, the Republican is now either tied or just barely trailing Obama in Ohio ahead of the next presidential debate on Tuesday night.
At an event with thousands of Ohioans on Friday night, Romney boasted of "a growing crescendo of enthusiasm." He has spoken to several large audiences in Ohio this week.
"(Obama's) campaign is about smaller and smaller things, and our campaign is about bigger and bigger crowds fighting for a bright future," he said on Saturday.
No Republican has ever won the presidency without winning Ohio. Romney looks determined to put the state in his win column in the November 6 election after it appeared nearly out of reach last month.
After Saturday, Romney will have done 34 events in Ohio since securing the Republican nomination in April. Eleven of those, including a bus tour, came after the first debate on October 3.
Before the debate, polls showed Obama leading in Ohio by as much as 8 percentage points. From October 4 to October 10, the RealClearPolitics.com average of polls showed Obama's lead at 1.3 points.
Also courting Ohio, Obama on Saturday touted the benefits of one of his signature actions, the rescue of the U.S. auto industry. The 2009 bailout has saved thousands of Ohio jobs, particularly in the Toledo area, and helped the state's unemployment rate of 7.2 percent stay below the national average, Obama's campaign argues.
"We bet on American workers and American ingenuity, and three years later, that bet is paying off in a big way," Obama said in his weekly radio address.
"I want to see more cars on the road in places like South Korea imported from Detroit and Toledo and Chicago," Obama added.
The Obama campaign also said that rocker Bruce Springsteen and former President Bill Clinton would appear at an Obama rally in Ohio on Thursday.
OHIO GROUND GAME
Obama's campaign has an impressive "ground game" organization - much of it left intact from his 2008 election victory - to get out the Democratic vote in Ohio. But the Republicans are fighting back.
In the 10 days since the debate in Denver, the Romney team in Ohio has signed up thousands of additional volunteers, said Ohio campaign director Scott Jennings.
"Enthusiasm isn't flowing our way just because Obama had a bad 90 minutes ... it's flowing because Obama has had a bad four years," he said.
Four years ago, Obama won the state by almost 5 percentage points over Republican Senator John McCain.
Obama arrived in Williamsburg, Virginia, where he is doing preparation for the next debate with Romney at Hofstra University in New York state.
Senator John Kerry will again impersonate Romney in mock debates with Obama, and advisers David Axelrod, David Plouffe and others are also helping Obama try to avert a repeat of his lackluster performance in Denver. Vice President Joe Biden perked up the Obama campaign with a spirited showing against Romney's running mate, Paul Ryan, in a debate on Thursday.
Romney spent more than two hours on Saturday morning in a Columbus hotel with his senior staff and Ohio Senator Rob Portman preparing for Tuesday's showdown.
At a rally on Saturday, Romney previewed questions he wanted to ask Obama at the townhall-style debate, citing the drop in average median incomes and the increase in the number of people on food stamps since Obama took office.
"He's now added 15 million more - more than the population of Ohio," the Republican said.
Romney also assailed Obama for not labeling China a currency manipulator on Friday. The U.S. Treasury delayed a semi-annual currency report until after a meeting of the Group of 20 finance ministers on November 4 and 5, which makes it unlikely the report will be released before Election Day.
"Do you know what they said? 'We're not going to make any determination until after the election,'" Romney said. "Let me tell you, on day one of my administration, I will label China a currency manipulator. We've got to get those jobs back and get trade to be fair."

GUANTANAMO BAY NAVAL BASE, Cuba (AP) ? A U.S. military judge is considering broad security rules for the war crimes tribunal of five Guantanamo prisoners charged in the Sept. 11 attacks, including measures to prevent the accused from publicly revealing what happened to them in the CIA's secret network of overseas prisons.
Prosecutors have asked the judge at a pretrial hearing starting Monday to approve what is known as a protective order that is intended to prevent the release of classified information during the eventual trial of Khalid Sheikh Mohammed, who has portrayed himself as the mastermind of the terror attacks, and four co-defendants.
Lawyers for the defendants say the rules, as proposed, will hobble their defense. The American Civil Liberties Union, which has filed a challenge to the protective order, says the restrictions will prevent the public from learning what happened to Mohammed and his co-defendants during several years of CIA confinement and interrogation.
The protective order requires the court to use a 40-second delay during court proceedings so that spectators, who watch behind sound-proof glass, can be prevented from hearing ? from officials, lawyers or the defendants themselves ? the still-classified details of the CIA's rendition and detention program.
"What we are challenging is the censorship of the defendant's testimony based on their personal knowledge of the government's torture and detention of them," said Hina Shamsi, an ACLU attorney who will be arguing against the protective order during the pretrial hearing at the U.S. base in Cuba.
The protective order, which is also being challenged by a coalition of media organizations that includes The Associated Press, is overly broad because it would "classify the defendants own knowledge, thoughts and experience," Shamsi said in an interview.
"It's a truly extraordinary and chilling proposal that the government is asking the court to accept," she said.
Protective orders are standard method in civilian and military trials to set rules for handling evidence for the prosecution and defense. Military prosecutors argue in court papers that the Sept. 11 trial requires additional security because the accused have personal knowledge of classified information such as interrogation techniques and knowledge about which other countries provided assistance in their capture.
"Each of the accused is in the unique position of having had access to classified intelligence sources and methods," the prosecution says in court papers. "The government, like the defense, must protect that classified information from disclosure."
Army Brig. Gen. Mark Martins, the chief prosecutor for the military commissions, said Sunday that the security precautions are necessary to prevent the release information that could harm U.S. intelligence operations or personnel around the world, and not to prevent embarrassing the government or to cover-up wrongdoing.
"Our government's sources and methods are not an open book," Martins said.
The U.S. government has acknowledged that before the defendants were taken to Guantanamo in September 2006 they were subjected to "enhanced interrogation techniques" such as the simulated drowning method known as water-boarding. Defense attorneys say the treatment will be used to form the basis of their defense but the proposed protective order limits their ability to make that case in court and in public advocacy on behalf of their clients.
"It's a way in which the government can hide what it did to these men during the period of detention by the CIA," said Army Capt. Jason Wright, a Pentagon-appointed attorney for Mohammed. "I think we need to bring the truth to the light of day on these issues."
The judge's approval of the protective order, which may not happen this week, must occur before the Sept. 11 case can move forward. Defense lawyers cannot begin to review classified evidence against their clients until it is in place.
The protective order is the most contentious of about two dozen preliminary motions scheduled to be heard during a pretrial hearing expected to run through Friday. Other matters include whether the defendants can be required to attend court sessions, what clothing they are allowed to wear and defense requests for additional resources for what is considered one of the most significant terrorism prosecutions in U.S. history.
The families of people killed in the Sept. 11 attacks have been invited to military installations in the U.S. states of New Jersey, Massachusetts, Maryland and New York City to watch the pretrial hearings, which are closed to the general public. An earlier round of hearings in May was also transmitted to viewing locations for relatives of the victims, survivors of the attacks, and emergency personnel who responded to the disaster.
Mohammed and his four co-defendants are being prosecuted in a special military tribunal for war-time offenses known as a military commission. They were arraigned May 5 on charges that include terrorism, conspiracy and 2,976 counts of murder in violation of the law of war, one count for each known victim of the Sept. 11 attacks at the time the charges were filed. They could get the death penalty if convicted.
Mohammed, a Pakistani citizen who grew up in Kuwait and attended college in North Carolina, has told military officials that he planned the Sept. 11 attacks "from A to Z" and was involved in about 30 other terrorist plots. He has said, among other things, that he personally beheaded Wall Street Journal reporter Daniel Pearl. The other defendants are Ramzi Binalshibh; Walid bin Attash; Mustafa Ahmad al-Hawsawi; and Ali Abd al-Aziz Ali.
Their arraignment was an unruly, 13-hour proceeding in which the defendants stalled proceedings by refusing the use the court translation system and ignoring the judge. Subsequent hearings to handle pretrial motions were postponed because of scheduling conflicts, the Muslim holy period of Ramadan and Tropical Storm Isaac. Several more pretrial hearings must be held to litigate hundreds of motions before the start of the trial, which is likely at least a year away.
