Sudan, South Sudan leaders edge closer to border deal: diplomats

ADDIS ABABA (Reuters) - Sudan and South Sudan are close to sealing a border security deal that could restart oil production but a signing ceremony envisaged for Wednesday was postponed amid last-minute haggling over details, sources close to the talks said.

Sudanese President Omar Hassan al-Bashir and South Sudanese counterpart Salva Kiir have met six times since Sunday to iron out a pact key to reviving their economies after their armies came close to all-out war along a disputed frontier in April.

"It is being finalized now," a diplomat familiar with the negotiations told Reuters. The African Union has been striving to broker the agreement and the U.N. Security Council has warned of sanctions against both states if no deal is done.

Ethiopia's government, playing host to the talks, arranged for a news conference in the afternoon with officials preparing a ballroom with name plates for both leaders to sign several agreements to wrap up three weeks of negotiations.

But when the first diplomats arrived at the hall to verify seating arrangements, Ethiopian and delegation officials said the signing would be postponed, probably until Thursday.

By nightfall the northeast African neighbors were still discussing the nitty-gritty of a deal that would provide for a demilitarized buffer zone along the border, according to diplomats and delegation sources.

The U.N. set a September 22 deadline for a deal but that was informally extended until the end of the Addis Ababa summit.

"There is a political will between...(the two leaders) to reach now an agreement on all conflicts," Sudan's state radio said, quoting foreign ministry spokesman el-Obeid Morawah.

He said talks were continuing over some issues but added: "It is clear that both sides have edged closer (to a deal) and achieved great understanding in the past two days."

RESOLUTION OF OTHER DISPUTES PUT OFF

Last month the sides reached an interim deal to restart oil exports from the landlocked South through the north to Red Sea ports after Juba turned off wells in a row over transit fees.

While the security deal will provide both nations with oil revenues needed to stave off economic collapse, they have yet to sort out several other conflicts left over from South Sudan's secession in July 2011.

They still need to agree on marking their 1,800-km (1,200-mile) long border where there are at least five disputed strips. Their fate will probably have to be decided in future talks or through lengthy international arbitration.

Bashir and Kiir have been also discussing a solution to the disputed border region of Abyei but earlier plans for a referendum stumbled on discord over who should be able to vote.

The two presidents are also expected to sign deals to boost cross-border trade and grant citizens of both nations residency in the other's country, ending uncertainty for South Sudanese living in Sudan.

The summit had originally been scheduled to take place in the South Sudanese capital Juba in April but was cancelled after border fighting broke out and South Sudan briefly seized an oilfield vital to Sudan's economy.

Experts say resuming oil flows will take several months as the two export pipelines running through Sudan were filled with water to prevent gelling. Some oil facilities were also damaged during the fighting.

South Sudan, where most people follow Christian and animist beliefs, seceded from the mainly Muslim north in July 2011 under a 2005 peace agreement that ended decades of civil war.

There was no sign of progress in indirect talks held in Addis Ababa between Sudan and the rebel Sudan People's Liberation Movement-North (SPLM-North), which is fighting the Sudanese army in two areas bordering South Sudan.

Diplomats say each country support the other's rebels.

Investing in Early Childhood ? An ?Irresistible? Opportunity | UN ...

At the Clinton Global Initiative, it?s all about bringing together the movers and shakers from all sectors of society ? government, business, NGO and international organizations. A panel with the lofty title of ?The Early Years: An Irresistible Investment Opportunity? brought together a select group of individuals to speak about the importance of dedicating resources to supporting early childhood development: Geeta Rao Gupta, Deputy Executive Director, Unicef;? Joyce Banda, President of the Republic of Malawi; Bill Goodwyn, Chief Executive Officer, Discovery Education, Discovery Communications Inc.; Carolyn S. Miles, President and CEO, Save the Children; and Jay Naidoo, Chairman, The Global Alliance for Improved Nutrition (GAIN).

Throughout the conversation, Jay Naidoo stole the show with his enthusiastic, powerful remarks. Naidoo spoke about the need to stop viewing ?the poor as victims, when they often support entire families on $1 or 2 a day.? While this may seem like an obvious thing to say for people thinking about or working in the development sector, in practice, the poor are rarely seen as agents of their own destiny. Panelists spoke about how investing in the ?first 1000 days? of a child?s life is absolutely critical; how it sets the stage for a productive and healthy adulthood. One of the messages repeated throughout the discussion ? which reminded me a lot of discussions from the 2010 Women Deliver conference ? is that investing in early childhood is not just the right thing to do, it?s the smart thing to do. It?s good economics! It helps improve GDP and economic outcomes! It?s an investment in the future! While all these statements are true, it is a difficult point to make to the business people who form the majority of the CGI audience, for who returns on investment preferably translate into actual dollars, not GDP percentage points a few decades down the line.

Carolyn Miles and Jay Naidoo both highlighted the fact that we mostly know how to decrease child mortality and morbidity ? improving nutrition in the early years, community health and hygiene education, getting mothers involved, straightforward interventions like the promotion of exclusive breastfeeding for the first 6 months of an infant?s like. We?ve even developed some innovations that seem to work ? Naidoo spoke of sachets of nutrients available in Bangladesh that provide one month?s worth of nutrients for $1, a worthwhile investment for mothers and parents. All that said though, the real crux of the issue ? and, the topic of the panel ? was to make the case for investment in these solutions.

Towards the end of the discussion, the panelists attempted to make the case for why investing in the early years is an ?irresistible? investment. Why is that we should help children under 5 not ?just survive, but thrive?, as Geeta Rao Gupta put it in her introductory remarks? Is it, as Joyce Banda expressed, because ?a child is a special gift?? Is it about social stability, as suggested by Bill Goodwyn? Is it that investing in the education of young people that can develop to their full potential will make a firm ?more competitive as a company, a community, a country? as Jay Naidoo said? These are all true, though they merely begin to cover the reasons for which we need not just investment in the early years, but improved and accelerated action. The case for why investing in early childhood is ?irresistible? is reinforced every time a child under 5 dies of a preventable cause. We are all ? as a global community ? accountable for the way in which we treat our most vulnerable.

Keep Debates Productive with "Plussing"Keeping a debate or argument productive isn't easy. Often when emotions are running high and you're defending (or attacking) an idea it's easy to get off track. It's not impossible to manage, and as 99u points out, the film studio Pixar uses a structured conflict technique they call "plussing" to keep things on the level.

The idea of structured conflict isn't new. Workplaces ranging from Pixar to Xerox have used it for years, but it's not always easy to keep these debates productive. To keeps things moving forward at Xerox, for instance, criticism is kept intellectual naturally because the group doesn't permit character attacks. At Pixar, however, the fights are kept productive with what they call "plussing:"

At Pixar, the animators have developed a technique that helps keep the fighting productive and intellectual. They call it "plussing." As people criticize the work under review, that criticism must always contain a new idea or a suggestion for strengthening the original idea ? it must contain a "plus." Without plussing, their morning crit sessions can get pretty negative and emotionally draining. With plussing, the same meetings are imbued with a positive tone and a direct connection between criticism and newer or better ideas for their work. The meetings still feel like a fight, but they feel like the healthy, respectful fights that keep couples, creative teams, and ideas growing and changing for the better.

It's a pretty simple system, and "plussing" works well for everyone involved. When you're criticizing an idea and not providing an alternative solution, or a means to strengthen the original idea, you're not really helping the situation. With "plussing," everyone on the team is forced to contribute to the argument, and make the idea better. It seems like this method could be helpful in all types of debates you might find yourself in, workplace or not.

Winds High In Sky Affect Deep-Ocean Currents

Periodic changes in the strong winds that whip around the Arctic, 15 to 30 miles (24 to 48 kilometers) above the ground, influence currents deep within the ocean and affect the global climate, according to a new study published yesterday (Sept. 23) in the journal Nature Geoscience.

It was already known that processes in the stratosphere, which begins 6 miles (10 km) above Earth's surface, affect the troposphere, the atmospheric layer just above the surface where weather occurs (and in which we live in). Weather, in turn, influences ocean currents. But the new study is one of the first to show a strong link between the stratosphere and the deep ocean, according to a release from the University of Utah.

"Now we actually demonstrated an entire link between the stratosphere, the troposphere and the ocean," Thomas Reichler, University of Utah researcher and study author, said in the statement.

Reichler's team used weather observations and 4,000 years' worth of supercomputer simulations of climate conditions to show that high-altitude Arctic winds affect the speed of the Gulf Stream, the ocean current that transports warm surface waters from lower latitudes into the North Atlantic, where they cool, sink and return south. This "conveyor belt" affects the whole world's ocean circulation and climate.

But the conveyor belt has a weak spot in the North Atlantic, south of Greenland, where sinking or "down-welling" occurs. This area "is quite susceptible to cooling or warming from the troposphere," Reichler said. If the water is close to becoming heavy enough to sink, then even small additional amounts of heating or cooling from the atmosphere can speed or slow this process, he said.

Changes in the high-altitude winds above the Arctic, called the polar vortex, have a strong effect in this small region. Because of that sensitivity, Reichler calls the ocean south of Greenland "the Achilles heel of the North Atlantic."

These winds whirl counterclockwise around the North Pole at up to 80 mph (130 kph). But about every two years, this circulation system is weakened by sudden warming, and sometimes even shifts direction to run clockwise. This lasts for up to 60 days, during which time the shifting winds propagate down through the atmosphere to the ocean, speeding or slowing the Gulf Stream. [Weirdo Weather: 7 Rare Weather Events]

The study adds another wrinkle to scientists' conception of global climate, revealing how the system is vulnerable to unexpected and regional changes.

"If we as humans modify the stratosphere, it may ? through the chain of events we demonstrate in this study ? also impact the ocean circulation," Reichler said.

Cancer research yields unexpected new way to produce nylon

ScienceDaily (Sep. 23, 2012) ? In their quest for a cancer cure, researchers at the Duke Cancer Institute made a serendipitous discovery -- a molecule necessary for cheaper and greener ways to produce nylon.

The finding, described in the Sept. 23, 2012, issue of the journal Nature Chemical Biology, arose from an intriguing notion that some of the genetic and chemical changes in cancer tumors might be harnessed for beneficial uses.

"In our lab, we study genetic changes that cause healthy tissues to go bad and grow into tumors. The goal of this research is to understand how the tumors develop in order to design better treatments," said Zachary J. Reitman, Ph.D., an associate in research at Duke and lead author of the study. "As it turns out, a bit of information we learned in that process paves the way for a better method to produce nylon."

Nylon is a ubiquitous material, used in carpeting, upholstery, auto parts, apparel and other products. A key component for its production is adipic acid, which is one of the most widely used chemicals in the world. Currently, adipic acid is produced from fossil fuel, and the pollution released from the refinement process is a leading contributor to global warming.

Reitman said he and colleagues delved into the adipic acid problem based on similarities between cancer research techniques and biochemical engineering. Both fields rely on enzymes, which are molecules that convert one small chemical to another. Enzymes play a major role in both healthy tissues and in tumors, but they are also used to convert organic matter into synthetic materials such as adipic acid.

One of the most promising approaches being studied today for environmentally friendly adipic acid production uses a series of enzymes as an assembly line to convert cheap sugars into adipic acid. However, one critical enzyme in the series, called a 2-hydroxyadipate dehydrogenase, has never been produced, leaving a missing link in the assembly line.

This is where the cancer research comes in. In 2008 and 2009, Duke researchers, including Hai Yan, M.D., PhD., identified a genetic mutation in glioblastomas and other brain tumors that alters the function of an enzyme known as an isocitrate dehydrogenase.

Reitman and colleagues had a hunch that the genetic mutation seen in cancer might trigger a similar functional change to a closely related enzyme found in yeast and bacteria (homoisocitrate dehydrogenase), which would create the elusive 2-hydroxyadipate dehydrogenase necessary for "green" adipic acid production.

They were right. The functional mutation observed in cancer could be constructively applied to other closely related enzymes, creating a beneficial outcome -- in this case the missing link that could enable adipic acid production from cheap sugars. The next step will be to scale up the overall adipic acid production process, which remains a considerable undertaking.

"It's exciting that sequencing cancer genomes can help us to discover new enzyme activities," Reitman said. "Even genetic changes that occur in only a few patients could reveal useful new enzyme functions that were not obvious before."

Yan, a professor in the Department of Pathology and senior author of the study, said the research demonstrates how an investment in medical research can be applied broadly to solve other significant issues of the day.

"This is the result of a cancer researcher thinking outside the box to produce a new enzyme and create a precursor for nylon production," Yan said. "Not only is this discovery exciting, it reaffirms the commitment we should be making to science and to encouraging young people to pursue science."

In addition to Reitman and Yan, study authors include Bryan D. Choi, Ivan Spasojevic, Darell D. Bigner and John H. Sampson. The work was supported with funds from the National Institutes of Health (R01 CA1403160). The authors are listed on a patent that is pending related to the mutated enzymes.

UN condemns Somali bombing at Mogadishu cafe

UNITED NATIONS (AP) ? The U.N. Security Council has condemned "in the strongest terms" a suicide bombing that killed 14 people at a Mogadishu cafe frequented by politicians and journalists.

The attack, likely carried out Thursday by the militant group al-Shabab, followed Sunday's inauguration of President Hassan Skeikh Mohamud.

"The members of the Council underline their resolve to support Somalia in its efforts for peace and reconciliation," the council said Friday in a statement, adding that the attack by opponents of peace was "deplorable."

African Union forces pushed al-Qaida affiliated Al-Shabab out of Mogadishu in August 2011, but militants have continued to carry out suicide attacks in the capital.

Earlier this week, the Security Council endorsed Mohamud's election, signaling the end of an 8-year-long U.N.-backed transition which helped establish a parliament and provisional constitution.

At the end of August, Razer outed a black and green-cloaked version of its BlackShark gaming headset. The original unit first broke from cover just ahead of E3, but on that particular show floor, the aviator-inspired set of cans was sporting the blue and orange hues consistent with its Battlefield 3 branding. Here at TGS, we were able to take a closer look at the version that lacks a game-specific allegiance. The hardware is identical with the lone exception being the new paint scheme. If you're unfamiliar with the BlackShark, the headset does a stellar job of recalling classic pilot units complete with detachable boom mic for use with your PMP of choice. The $120 peripheral also features quite comfy heavily-padded, leather-esque earcups and the same material wraps the headband with a dash of bright green stitching -- all held over from the BF3 model. We weren't able to test the audio quality on the show floor, so until our review unit arrives, consult the gallery below and the video that just past the break for a closer look.

(AP) ? Nintendo's upcoming Wii U gaming console will start at $300 and go on sale in the U.S. on Nov. 18, in time for the holidays, the company said Thursday.

A "deluxe" version will sell for $350. It will be black instead of white and include extra features such as more memory, a charging stand and the game "Nintendo Land."

Nintendo Co. has been trying to drum up excitement for the Wii U, which is the first major gaming console to launch since 2006. The device has a touch-screen controller called the Wii U GamePad. It also plays games made for the original Wii.

Nintendo said the latest game in its wildly popular Mario franchise, "New Super Mario Bros. U," will be available when the new console launches. It will include new ways to play that use the GamePad. It will also offer new challenges for advanced Mario players, such as trying to complete a level without touching the ground. "Mario" and other classic games have long been Nintendo's main draw.

The company also announced new entertainment features for the console. Called "Nintendo TVii," the service collects all the ways users have to watch movies, TV shows and sports. This includes pay-TV accounts along with services such as Hulu and Netflix. The GamePad works as a fancy remote controller and will let viewers browse shows they can watch.

TVii "brings all of your services to one place," said Reggie Fils-Aime, president and chief operating officer of Nintendo of America.

So if you like the TV show "Modern Family," for example, it will pull in the show's episodes from every available source.

The service also captures scenes from live TV and displays them on the controller. Viewers can then comment on the scenes and share that on Twitter or Facebook if they want. With this feature, Nintendo is playing into what many people already do while they watch TV ? comment and share things with friends using a second screen such as a smartphone.

TVii will be available Nov. 18 as well, at no extra cost.

Among the games available on the Wii U will be Activision Blizzard Inc.'s "Call of Duty Black Ops II." The "Call of Duty" games have been holiday best-sellers for the past several years.

Medium format camera fans, brace for impact: there's a new Hasselblad coming. The H5D supercedes the ages-old H4D with a True Focus II system that -- we're told -- is both more accurate and immediately confirms its lock. Hasselblad has also reworked the body for a more rough-and-ready feel, giving the H5D bigger controls, an extra-bright viewfinder and better weatherproofing. A new RAW + JPEG capture mode, improved wide-angle-to-macro lens conversion and a fresh 24mm f/4.8 lens have also been added to tempt studio photographers. Early test suggests dengue vaccine possible

(AP) ? Results from an early test of a dengue vaccine suggest it isn't ideal, but scientists say the study is still encouraging news in the global fight against the disease known as "break-bone fever."

There is currently no treatment or vaccine for dengue, which causes symptoms including fever, severe joint pain, headache and bleeding. The mosquito-borne disease infects up to 100 million people worldwide every year, mostly in Asia, Africa and Latin America.

The research "provides the first evidence we could actually develop an effective vaccine against dengue," said Orin Levine, a professor at Johns Hopkins Bloomberg School of Public Health. He was not connected to the study, published online Tuesday by the journal Lancet.

"This is a milestone, but we're not there yet," he said.

Larger studies in about 30,000 people are now under way and should provide more information about the effectiveness of the vaccine made by Sanofi Aventis SA. Other dengue vaccines are being developed but Sanofi's is the furthest along.

The Sanofi vaccine was tested in more than 3,600 Thai children ages 4 to 11. More than 2,400 got three injections of the vaccine six months apart while about 1,200 got a rabies vaccine or a dummy shot. The study was paid for by Sanofi.

During about two years of follow-up, there were 134 dengue cases, including five severe cases. In the vaccine group, about 3 percent got dengue, compared to about 4 percent in the group that didn't get the shot. The difference wasn't big enough to suggest any benefit from getting the vaccine.

Scientists said the vaccine seemed partly effective against three of the four viruses that cause dengue and no unusual side effects were reported. The study took place during an outbreak of mostly type 2 dengue, which causes the most serious disease, but the vaccine didn't work against that kind.

"It's not exactly a slam dunk," said Scott Halstead, a senior scientific adviser for the Dengue Vaccine Initiative, who wrote an accompanying commentary. He said Sanofi might need to consider reformulating the vaccine or creating separate shots for each type of dengue.

Joachim Hombach, a dengue expert at the World Health Organization, said it was encouraging that the vaccine appeared safe. "But the public health value of this vaccine remains to be demonstrated," he said.

Study of U.S. campaign ads finds growing role of outside groups

WASHINGTON (Reuters) - Unlimited spending driven by Republican groups is responsible for an outsized share of advertising in the 2012 campaign season that feeds the markedly negative stream of ads, according to an academic analysis released on Wednesday.

Super PACs, or political action committees, and tax-exempt advocacy groups accounted for nearly a third of all the ads aired in the U.S. presidential race, according to a study by the Wesleyan Media Project that analyzed broadcast and national cable spots run between April 26 and September 8.

"The key dynamic of this campaign is the increased presence of these outside groups in all key races across the federal landscape," said Michael Franz, co-director of the project and associate professor of government at Bowdoin College in Maine.

Republican outside groups are largely responsible for this year's trend. Of 302,580 ads backing Republican presidential candidate Mitt Romney, outside groups funded 54 percent, spending $117.5 million.

Meanwhile, the official Romney campaign spent $37.8 million for 30 percent of the pro-Romney ads.

"We've never seen that big of a share of outside group spending in presidential races before," Franz said.

Democrats have been unable to match the fundraising prowess of these unlimited-funding groups. President Barack Obama's re-election campaign paid $123.4 million for 89 percent of a total of 315,556 ads backing him, while groups helped with 9 percent of those ads, investing $14.1 million.

In 2008, outside groups funded 2 percent of pro-Obama ads and less than 4 percent of ads supporting his Republican rival, John McCain, according to the study.

In 2010, the U.S. Supreme Court in its landmark "Citizens United" ruling removed limits on corporate and union spending in elections, paving the way for Super PACs and tax-exempt advocacy groups to raise and spend unlimited funds this election as long they do not coordinate their efforts with official campaigns.

NEGATIVE AD SEASON

This year's presidential election is also stacking up to be more negative than the previous one, according to the study that found both parties more willing to employ attack ads.

More than 72 percent of pro-Romney advertising attacked Obama and 46 percent of pro-Obama ads returned fire. In 2008, less than a quarter of pro-Obama and 41 percent of pro-McCain spots were negative.

"Because of all that group involvement, we're seeing a lot more negativity," said Travis Ridout, also a co-director and associate professor of political science at Washington State University. "When the outside groups are advertising, we're finding that they're predominantly negative."

But the campaigns themselves are also not shying away. More than four in ten Obama campaign ads and more than half of Romney campaign ads were negative.

The top issue featured in spots on both side of the aisle was jobs, but pro-Romney spots were three times as likely to mention the federal budget deficit than Democratic ads, the study found. Pro-Obama ads were more likely to talk about taxes.

Pro-Republican groups also accounted for nearly a third of all ads since June 1 backing party candidates running for seats in the U.S. Senate and House of Representatives. Pro-Democratic groups sponsored about a quarter of ads backing their party candidates.

That's notably less than 2008 and even the mid-term election of 2010 when all attention was on brutal House races.

Crossroads GPS, a nonprofit advocacy group founded by former George W. Bush aide Karl Rove, was the biggest outside spender in House and Senate races from June 1 through September 8.

The Chamber of Commerce, a tax-exempt business lobby that largely backs Republican candidates, came in second, followed by Democratic Majority PAC, a Super PAC.

The Wesleyan Media Project tracks and analyzes political television advertising in real-time based on data provided by ad tracking firm Kantar Media/CMAG.
